That distinction matters for Illinois's EV Rebate Program (reopened August 1, 2026, through December 31, 2026 — $2,000 for eligible buyers, or $4,000 for those who qualify as low-income), since it only covers all-electric vehicles. A 4xe does not qualify no matter how it's equipped; a Wagoneer S can, since it's comfortably under the program's $80,000 price cap. A few other conditions apply there too: Illinois residents buying from an Illinois-licensed dealer, income limits, one rebate per person every ten years, and filing within 180 days of purchase — plus, on a used EV, no rebate can have been claimed on that VIN before.
